Can you work part-time in the UAE

Can you work part time in the UAE?

Absolutely. It is perfectly legal to work in the UAE on a part time bases, providing you and your employer adhere to all relevant regulations stipulated by the Ministry of Human Resources and Emiratisation (MOHRE).

Since the enactment of the Ministerial Decision (MD No 31) in 2018, it has been legal for companies to recruit workers from within the UAE or abroad to work under part-time contracts as well as having full time jobs. In certain sectors, these contracts are only available to skilled workers, such as those with university degrees or specific qualifications in technical fields.

The key aspects of MD No 31 are the following:

  1. To work part-time, employees must obtain a part-time work permit from the MOHRE and be engaged on a new standard form part-time employment contract.
  2. The MOHRE distinguishes between ‘primary’ employers and ‘secondary’ employers. Primary employers are responsible for all the costs associated with sponsoring the part-time employee and must also provide the employee with their end-of-service gratuity, annual leave, and any other statutory benefits provided by the UAE Labour Law No 8 of the Year 1980 (UAE Labour Law).
  3. The secondary employer is required to pay a salary for the hours worked and cover the costs associated with the part-time work permit in UAE. The secondary employer is not legally required to provide any other statutory benefits under the UAE Labour Law, although it can of course provide any such benefits on a discretionary basis.
  4. Significantly, no NOC is required from the primary employer before the part-time employee can work for secondary employers. Either a primary or a secondary employer can’t prevent an employee from working elsewhere (even for a competitor) unless a court order is obtained. The employee simply needs to obtain permission from the MOHRE.
  5. A part-time employee is required to work a minimum of 20 hours per week for the primary employer and is then free to work additional hours for other employers provided the total working hours do not exceed 8 hours per day or 48 hours per week. In exceptional circumstances, working hours may be increased to 60 hours per week provided the employee is given at least one day per week off.

Legal Requirements for Part-Time Work in the UAE

Whether you are working a single part-time job or holding multiple roles, you will require a part-time work permit issued by the MOHRE. This is valid for one year after which it must be renewed.

To obtain a part-time work permit, you will require a valid UAE residency visa. This could be due to existing employment or because you are in the UAE on a family visa.

In any case, you will need to submit your application for a part-time work permit along with some information on your prospective employer and a copy of your passport. Depending on the role and sector, you may also need to provide proof of any relevant qualifications.

Part-time workers benefit from many of the same UAE labour law protections as the full-time equivalents. Your employment contract must include provisions for annual leave and end of service benefits.

Employee benefits are not as generous when working part-time. Some benefits, such as end of service payments, are not legally required for contracts under one year.

Career progression

While part-time work can be a good way to earn money and get experience in a given field, it is not always the best path to career progression in the UAE.

Work-life balance

Managing multiple jobs can generate more income, but it may also be difficult to find work-life balance – particularly if you are working both a part-time and full-time job.
